Introduction

1. Multiagency Adult Safeguarding Policy

Foreword by the Independent Chair Safeguarding Partnership Boards:

Setting up and following good safeguarding procedures means adults at risk can be better protected from those who may pose serious harm to them. This includes voluntary sector and community organisations, the faith sector, private sector providers as well as health, social services and the Police.

The Jersey Safeguarding Adult Partnership Board seeks to support all individuals and organisations working with adults at risk by providing a suite of evidence-based policy & procedures that support making safeguarding personal.

I am delighted to commend the online policy & procedures manual to you which I hope will help guide thinking and ensure high standards of practice.

2. Introduction

Adult safeguarding is everyone's business and local partnership working is essential to ensure there is consistency across Jersey in how adults at risk are safeguarded from abuse or neglect.

In Jersey we embrace and promote a culture of cooperation between all our respected partners. Our collective belief in a culture of transparency, cooperation and trust is the cornerstone of our success in safeguarding our community. We have updated and modernised our multiagency safeguarding policy and procedures – recognising that safeguarding is never static. Underpinning these updates are the views and valued feedback from our citizens & partners.

Whilst we do not have specific legislation for adult safeguarding in Jersey, we have drawn on research, and follow best practice as described in the UK Care Act 2014. Our new policy and procedures are based on the principles of Making Safeguarding Personal – which we reference throughout.

Making Safeguarding Personal (MSP) is the approach that should be taken to all safeguarding work. The key principle of MSP is to support and empower each adult to make choices and have control about how they want to live their own life. It is a shift in culture and practice in response to what is now known about what makes safeguarding effective from the perspective of the adult being safeguarded.

Our policy and procedures offer a framework to support effective safeguarding interventions with a move away from process driven and prescribed responses. What this means is that adults will be more involved in defining what safeguarding means for them.
