Chapter Name Details

Responding to Abuse and Neglect

The term historical abuse has been updated to Non-recent (historical) abuse.

Child Protection Conferences

In Section 7, Information for the Conference in Reports from Other Agencies, a small amendment has been added reminding agencies of the importance of conference reports being submitted on a signed and legible Conference proforma or agreed SCB format two working days in advance of the Child Protection Conference and five working days for a Review Conference as well as ensuring sufficient copies are available for the conference itself.

Children Affected by Gang Activity and Youth Violence

This chapter has been updated to include a link to the National Crime Agency report County Lines Gang Violence, Exploitation and Drug Supply (2016) and Criminal Exploitation of Children and Vulnerable Adults: County Lines (The Home Office). This guidance outlines what county lines (and associated criminal exploitation) is, signs to look for in potential victims, and what to do about it. Further text has been added to Section 1, Definition to define the use of ‘county lines’ by organised criminal groups.

Serious Case Reviews

This chapter has been updated. See Section 1.5, Appointing Reviewers. Working Together to Safeguard Children 2015 says that reviews of serious cases should be led by individuals who are independent of the case under review and of the organisations whose actions are being reviewed.

Agency Roles and Responsibilities

Updated links have been added to Section 4.12, Early Years and Childcare with regards to the Early Years Foundation Stage Framework (EYFS) and a link to Ofsted Guidance: Inspecting Safeguarding in Early Years, Education and Skills Settings (2016) has been added which states during term time, or when the setting is in operation, the designated safeguarding lead or an appropriately trained deputy should be available during opening hours for staff to discuss safeguarding concerns.

Good Practice Supporting the Voice of the Child

Effective safeguarding systems must be child centred. Everyone working with children and families must seek the voice of the child and reflect and respond to it in all aspects of work. This is rooted in legislation and good practice. All agencies and professionals should seek to put the needs and views of the child at the centre of their practice and thinking.

Child Sexual Abuse in the Family Environment

This chapter has been added to the manual.
