In summary, an establishment (subject to certain exceptions) which provides care and accommodation wholly or mainly for children. Schools (both “special” and“mainstream”) which accommodate children (e.g. as boarders) for more than 295 days a year. See s1 of the Care Standards Act and Regulations 2001, for the full definition.
